Flowers Preventing Crime

As a last resort, flowers are being used to stamp out crime and theft in a Tokyo district. Of course, these flowers will also serve the purpose of making the streets more beautiful.

City official, Kiyotaka Ohyagi says, “‘Operation Flower’ began about three years ago. By planting flowers facing the street, more people will be keeping an eye out while taking care of the flowers or watering them. The best way to prevent crime is to have more people on the lookout.”

The Suginami district has a population of 528,800, and in 2002 they saw a record number of break-ins at 1,710.

The idea came about after one neighborhood watch group discovered that the buildings with flowers in front of them saw less burglaries. With the help of volunteers “Operation Flower” was initiated in Suginami, and seeds were sown on side streets and in front of homes.
